he was not able to invade earlier. he was not ready, he amassed giant army for barbarossa and italians, romanians, finns, hungarians etc were part of invasion because they locked many russian troopers and germans concentrated on main dirrection.

The ROA weren't even allowed to exist as an independent unit until 1944, because the Nazis and Hitler didn't trust them, even though the German army was suppprtive of them. Not to mention Generalplan ost, which called for the extermination or deportation of 50% of all Slavs in Eastern Europe. It's pretty clear Hitler and his group hated Slavs and wanted them gone to make room for their dream of a greater German empire.
