Constantine didn't turn everyone / everything in the Empire Christian either, contrary to popular belief. Paganism flourished during and after his reign. Read "The Triumph of Christianity" by Bart Ehrman, it's a book on how Christianity exploded from obscure Jewish origins. He's an atheist scholar btw.
