Courts get around this. One way they like to do for missing child support payments is to charge the victim with contempt of court for not making the payments, then throwing him in jail until he pays. Literally just a debtor's prison with an extra step.

Get active in your state. Child support is handled at the state level, and you absolutely can pressure your state legislature to ban contempt of court charges for failing to make child support payments. It's a simple change to the state code. Now it won't stop the people who fail to show up to court from getting slapped with contempt of court, but it'll help out the dads who're literally broke.
