You already have capitalism. For smaller countries there should be some constraints though, or bigger economies would just buy up all of our start ups (like they are doing now).
For instance the Mali GPU (used in mobile phones) was developed in Norway, but bought by ARM.
This makes it almost impossible to create new large companies in smaller countries as they are bought up before they become big.

What we, and all other western countries, have is a mixed economy. For Sweden more specifically, look up "the Nordic model".

The difference is that it has higher taxation and usage of said taxation for public benefit and social welfare. And a much smaller population which allows for this.

Although the Nordic countries make heavy handed use of social programs, they're still mainly loosely regulated market economies, which is what's raking in the money. It's actually very similar to fascism on the economic side.

Sweden got where it did in spite of the (((social democratic))) policies because it had such a low tax for the first half of the 20th century. Sweden started sinking in the 70s due to cultural marxism and corrupt governmental lending which made them default on debt and had yo do what the (((IMF))) wanted i.e. Promote abortion and immigration.

1. Have low tax rate and just generally be an exemplary capitalist country for most of 20th century.
2. Stay out of wars which wrecked everyone else.
3. Be in position where your military is only there for show for the rest of the century, because no civilized power can invade you without triggering a nuclear war and you have no borders with barbarians, therefore you can keep defense spending as low as you like.
4. Now you have accumulated enough wealth to maintain a welfare state for a few decades, until all capital runs away to countries with lower taxes and cheaper workforce and the number of parasites increases beyond the sustainable level.
