At least tank engines don't rely on electricity, wich would make things a lot more cimplicated.
However most small tank engines are rather slow, so if you would want to, you could catch it by car/motorcycle.
Note:
Larger tank-engines can be realy fast, like the Mallard that reached the world record for steam trains, the Baureihe 05 that reached the world record (>200 km/h) on nearly flat track and the Pennsylvania Railroad Class T-1 that is said to be able to reach speeds in excess of 200 km/h.
A new T-1 is currently under construction and may soon break the record, if rumors are to belived speeds in excess of 240 km/h are possible.
