Drones packed with explosives, flown over buildings to where leaders meet and detonated is something that i'm surprised the Jihadis havn't done yet.

ISIS has been doing this for a few years now, the problem lies not with the drone but with the release mechanism and lack of fire control.
Mortar shells can and are rigged to drop from them, but once they are launched there is no control over the flight path.
Also, trying to use these in very developed countries that are defended against this threat is near impossible, there are weapons to counter drone threats in most technologically advanced nations.

Most consumer models are too weak to carry a significantly lethal firearm in flight, let alone operate it without being knocked out of the sky by the recoil.
