Flag doesn't necessarily look like it's flapping. It has a second rod in the top section if you look that is holding it as well. Also, The sun looks like it is blasting him from the front pretty hard and therefore to capture that image the camera used to photograph had to have a fast shutter speed perhaps combined with a higher F stop. When you take an image using a faster shutter speed you will not see stars because the exposure time is not long enough for them to be captured.
