Because someone being waterboarded is drowning. They stop it before they die of drowning. Doesn’t make it not-drowning. Not to assume you dispute that or not, just clarifying.

Thing about waterboarding is, in addition to not showing discernible proof you harmed someone afterward, you can do it over and over.
It may be more intense, but you can only cut off so much finger, until there’s no more finger. Thus the two reasons they do it. People resist torture. But you can torture them longer with water boarding than ways that mutilate them.
Decide what you want about torture and it seems you have, but let’s not kid ourselves on this much; depriving a brain of oxygen is torture, is very painful, and it probably has long lasting, but hard to pin down prove and discern, damage to people physically in their nervous system who have it done to them.

I've had it done to me a couple times (landlord was a marine, Desert Storm vet). If you don't know what to expect, it's the scariest thing ever. It basically takes advantage of a semi-involuntary physical response to stop breathing when something is blowing in your face. You get the same sensation when putting your face out the window of a fast moving car. With a bit of mental discipline and training, some people can beat it. Put a towel on your face and let the shower run on it. Make it a game to hold your breath as long as you can while getting use to the sensation. As you get better, try pulling the towel tighter against your face like you're smothering yourself. If you grit your teeth and make the wide smile, you can breath through the wet towel using the sides of your mouth. Slow and steady breaths to avoid sucking in water.
