The outposts and fortifications are placed for that very reason. If he were to try that tactic he would need the element of surprise and speed. But for speed you need highways and tracks. And large highways able to support army transportation are the most fortified areas in idlib.

Symmetric operations are not that good for asymmetric warfare. Shit doesn't work because the rebels aren't a centralised, modern military with competent and effective C3, dependent on organized logistics streaming in from the rear. There's no point in attacking in depth beyond the ordinary encirclements, since you've still got to clear those shitty towns of rebel rats, or have them bussed off to some other shithole, waiting to die. There's no command posts, signal stations, brigade or division headquarters to attack, no divisions to surround and reduce. Individual rebel enclaves will keep fighting regardless of if some tribal leader dies in the rear. Their battle is not dependent on him.
