Having spent a lot of time in both countries, I much prefer Japan. And I don't even like anime.

Even leaving out potential issues from North Korea, Seoul is just not that fun. There are some nice but samey historical palaces, a cable car and some shopping districts. Food-wise, I really like the BBQ and tteokbokki is a tasty snack but everything else - bulgogi, bibimbap, kimchi - is pretty nasty. There's very little entertainment (you can go and play PC games but you might as well do that at home), the music scene is godawful manufactured pop and very little else, there's not much nightlife, it gets really goddamn cold, the air sometimes fills with dust from Chinese deserts (with extra pollution mixed in), everyone walks SO GODDAMN SLOW and they ride their motorcycles on the sidewalk so you either have to deal with objects moving way too slow or way too fast.

By comparison, Japan has so much delicious food - sushi, sashimi, ramen, udon, soba, okonomiyaki, takoyaki, shabu-shabu, sukiyaki, nabe... and yakiniku is basically exactly the same as Korean BBQ but the kimchi is less spicy.

There's so much to see and do, from historical places like Nara and Nikko to the modern streets of Shibuya and Umeda. Everywhere you go there's gaming arcades and shopping malls and livehouses where you can watch punk, metal, prog, cheesy hip-hop, weird fetish idol shit, whatever. You can sing karaoke or go to one of the million little clubs and bars in the city centers.

In Korea there are more English speakers and I guess they're a Christian country so if that's important to you it might make a difference, but I don't get the appeal of Korea unless you're a teenage girl who wants to go and stalk a plastic manufactured boyfriend.

I very much like Japan, and would enjoy living there someday. That said, the difficult immigration policies are very much part of why I like the place so damn much. I realize there's some cognitive dissonance there.
Loosening the immigration policies would only serve to worsen the country as a whole. I was fine with doing my damnedest to overcome the strict immigration policies should I ever decide to move there myself. That said, I didn't have any plans to completely move there.
