Sure, in a perfect world, the experts would be the authorities in their fields, but that's not how any attempt at a technocracy has worked out. What you get instead is some guy, probably really, really smart, making decisions on areas where he is absolutely clueless. Think astrophysicists making decisions on law. Or psychologists making decisions on defense. Or the EU's problem; economists making decisions on EVERYTHING.
Democracy works better than any attempt at a technocracy ruled by "the smart people", because the smart people are usually just smart in their own narrow fields, and more often than not, their small narrow fields overlap other fields, where they have no clue, and there's really noone to decide which experts to listen to when you have overlap.
While the masses of people, while stupid individually, actually make good decisions as a group. The stupidity is washed away by mediocrity, avoiding the worst disasters. And that's pretty much what makes a good society, not the ever longing for Utopia, but avoiding disasters. We're never getting Utopia, but we might fight off the disaster.

The main issue for jobs is twofold. One, the EU is built around an exporter, Germany, and the Germans are too efficient. They export 50% of their GDP. Imagine what the condition of Canada & Mexico would be if the US exported 10 trillion dollars worth of goods. Think they'd still be in NAFTA? Fuck no because they'd all be out of work.
Second, the Euro's value is something of an average between the value of the hypothetical currencies of each of the member nations. This means it's too cheap for Germany and too expensive for Greece. What do you get with a weak currency? More exports, since other nations can buy your products for a good value. What do you get with a higher currency? More imports, since you can buy goods from other countries at a better value. This simultaneously makes Germany an extremely competitive exporting power while simultaneously destroying the ability of other European nations to compete with it.
People aren't lying when they say the EU is the 4th Reich. It's German domination of the continent under the guise of diplomacy and "free trade". The Deutschebank examiners weren't tricked by the Greeks. They loaned them money because they needed to keep their export partners buying. Because as soon as they stop buying, unemployment in Germany rises precipitously. And when German unemployment rises, men with mustaches tend to show up and things start to get lively.
