Well back when this game was released the concept of political correctness was mostly unheard of. The devs were just trying to make a good game and worked with concepts that were considered self-evident (muslim terrorists).
Don't forget toxin tractors and the fact that they use barefooted slaves as main construction units. Like really, their workers complain about not having shoes when you order them around, and in Zero Hour you can "research" worker shoes as an upgrade.
