The right to bear arms ensures that I can, if I wish, at my own expense purchase a firearm. The right is negative because it denies the government the power to take away my firearms. Negative rights restrict the government's power to take from the citizens.
Free health care would be a positive right, in that it would not restrict the government from taking anything but would instead force it to give. The problem with that is that the government cannot give resources that it does not take in some form, usally ad tax dollars, from citizens. The positive tight of health care, if that existed, would obligate the government to provide services and in turn steal more money from the taxpayers, who are sick and tired of paying for diabetes and cancer treatments for unemployed lardasses who smoke six packs a day on their welfare checks.
Also, fuck welfare and fuck Lynden Johnson who stabilized the falling poverty rate in America so that no progress has been made eliminating poverty since his War on Poverty started. More socialist positive right bullshit.
