If these people had some agreement with this man and with the contributors to the GoFundMe campaign then they obviously have a moral obligation to hold up their end of the bargain. If they are concerned about the potential abuse of the money by the man, then there are responsible means of preventing said abuses which don't involve withholding the proceeds or spending it "on his behalf."

I've volunteered in soup kitchens and shelters and I do not by any means have any naive notions about the homeless or how many of them have no interest in taking actions to improve their condition, even when given a hand up, but are instead content scrounging in the dirt. There are good ones, of course, people who are simply down on their luck and, more importantly, don't customarily prey upon other homeless (this above all else soured me against many of the people I met - thieving, abuse, and intimidation is absolutely rife in shelters and soup kitchens) but there are also plenty of utter scum who thrive in their environment.
