Hitler's generals weren't always wrong, but it's impossible to be right all the time. Infantry offensives were used, just as a part of a larger campaign offensive. Sure, Hitler's generals could've done with a little more strategic freedom, especially in 44-45, but at the same time that hierarchy was what ensured loyalty to the very end.
