We (Bulgarians) have been on one massive decline since the start of the 20th century, and it has been accelerating massively since the fall of gommunism.

That said, the spinning dogs day only happens in one small village in Strandza mountain, it's a very old tradition, and getting your dog a little dizzy once a year is not really cruelty.
