Because everyone in this thread is a moron: it's a challenge coin in a laminated case.
For those not in the know, Challenge Coins are generally commissioned by Police, Firemen and Military organizations and are given informally as citations to officers et cetera for merit or other celebratory reasons. They are meant to prove membership within an organization when challenged (often in a bar or other informal outing scenario).
While the coins themselves are like you'd expect, round and metal, they tend to come in small, clear plastic envelopes that are square once issued from whatever mint printed them, since they're always limited run and usually paid for at the private expense of the head of the organization that wanted them (so the chief of police for a police station for example).
