No idea what 187 Visa is. If it doesn't tie to a specific state, just required regional area you probably want to try NSW and VIC regional cities. IBM has an sizeable office in Ballarat. Bendigo is not too bad. Newcastle and Wollongong may worth a look. But overall regional cities in Australia are shit as government actively taking resources away from them - investment incentives, work force, transportation, etc. Most of jobs are in Sydney and Melbourne, even other capital cities don't have many opportunities.
