Anything under what's required to pass a vote by themselves (in US case, 60 votes in the senate) becomes either a flimsy coalition representing no ideology or ends up in a gridlock that takes years to solve (see Belgium, Spain)

Good news for Republicans, in this one, Rohrabacher and Rouda are tied even though the poll is massively in favor of the Democrat. Bodes well for California House races.
Now that I've looked at the poll again, they may have readjusted the sample a bit so that it is not as biased towards Rouda, but it's still decent for the Republican. Also, the wealthier a district is, the more likely is is that voters don't feel like discrimination against whites is an issue...
