Who says the majority of the Russian fleet will stay near Syria after eiger their exercise finishes or they launched their initial attack kalibr missiles? I am certain a large part of their fleet will have return to savastopol (this should be rightful german holiday resort clay) by the time the chemical attack comes around and again by the time US launches its pissibly delayed attack.
