Check in to GMRS as well- hams are licensed on “high frequency”(low band), VHF, and some UHF- but you must take a test, etc- GMRS operates in UHF, 462Mhz or so, and requires only a fee ($45ish) to the FCC...

Of course, with only 2 enforcers, the FCC doesn’t go after regular people who aren’t broadcasting pirate radio.

Unless they are transmitting encrypted messages over public repeaters, its not likely they are using actual radio waves- EchoLink allows ham over Internet, rob broadcast over Internet only or to another connected repeater, which would then transmit radio waves. Frankly there are better ways, but I wouldn’t register my own call sign to do this- I would just use someone else’s who is long dead.

Well very generally, they just contain data. For instance I could send you an MP3 over packet radio. You would need a packet radio as well to receive the data.

HAM here. Digital modes on HF would be a great way to avoid any eavesdropping. Encrypting is easy and nobody is likely to pull your chain because you'd have to observe it and locate it to report it.

The only people even close to finding people who do this are NSA/FVEYS tier groups with satellites and dlistenjng posts.

You could easily get halfway around the world on 100 watts and 20 or 40 meters using BPSK31 from free software and about $1k or less in radio equipment.
