It doesn't matter if this is true or not, or who wrote it if it is true. The NYT is not above publishing outright lies, and regularly fails to publish the truth, so it's meaningless. All that matters is: what do they hope to accomplish by posting this article?
The answer is that they're trying to sew division among the senior leadership in the white house by making everyone suspect each other, and they're trying to make the American people believe that there's a real deep state interfering with the President's agenda. For leftists this will bring some relief and encouragement, for rightists this will bring consternation and fear.
This may also be a ploy to get Trump to go after the NYT with the power of the state, something he hasn't done so far, so that they can hold it over his head for the rest of his presidency.
Regardless of all that, the way to respond to this remains the same: DO EVERYTHING YOU CAN TO INCREASE TURNOUT OF REPUBLICAN VOTERS DURING THE MIDTERMS. They're counting on retaking the House so that they can bring impeachment proceedings, and retaking the Senate so that they can stop his appointments. THIS CANNOT BE ALLOWED TO HAPPEN or he'll be stonewalled worse than Obama, because at least Obama didn't have the courts interfering with his executive orders.
