the toxic masculinity handbook is posted on the UN's procurement website. i'm not sure how to locate other handbooks. i have a feeling that these handbooks go to the top of media organizations and the media organizations formulate their own policies based on the handbooks. so the original handbooks are probably hard to find and a news organization likely wouldn't publish their internal reporting policies and procedures.
