I doubt any tech company would be able to implement this.
It's specificity vs sensitivity problem.
Say you have a video obviously you can't go through every other video to check for copyright infringement, so you will need a NN or some heuristic that must be very conservative at flagging videos, so high sensitivity, low specificity.
Not flagging a copyright infringement will be worse than flagging a non copyright infringement, upload filters would eventually scare away users and big tech becomes small tech.

Correct. YouTube tanked itself years ago with its broken overly sensitive filters on videos years ago and same with Facebook. They never recovered from it and this is just going to make it 10x worse.

That's before being compounded with the fact all of these companies live off ad revenue and the world has generally boycotted every product for at least 2 years for a whole host of other reasons. They really can't survive for forever and and even THAT doesn't take into account Trump slapping their shit or even normal changes in policies by the EU or individual countries in the long term.

There is no current form. There is the old EU Commission proposal which is really short and still fucked up as it clearly demands upload filters. Then there is an inofficial even harsher proposal by the EU Council. And then there are now 250 amendments to the EU Commission proposal proposed by EU parliament members to be voted on next week... and even then there is still the dialogue between Commission, Council and Parlament to get to a final bill.

Anyway, it looks like “some” form of censorship is pretty much consensus in the EU. Some only want big video and music platforms censored, others every platform and others just want “sort of no censorship, except for platforms not doing enough to prevent copyright violations - aka Jow Forums”.

It's the content that matters. There is an infinite number of possible bit string representations that carry the same 'content' you are looking for. Blocking any finite number of bit sequences, will still leave you with an infinite number of other sequences.
Just salt it, flip any bit, use a different encoding, etc...
Also searching for any sequence violation in a file isn't feasible either.
