That's because our plumbing is too narrow to actually flush toilet paper properly in most places. Sure, you can flush it down, but eventually after some months or years it will clog and you'll need to use a bin, which is what happened in my house, and to be perfectly honest, I don't think anyone likes it because of how unpleasant it is.

Even in metropolitan areas, there are most definitely bad areas. In Mexico City, the northeast is a shithole, and where I live the south is where all the crime happens
