Marxism is more than just "the government does stuff". I can't really explain it to you right now, but read marxist literature even if its easy stuff. Bascically, fascism is capitalist and mussolini admits as much in the fascist manifesto by denouncing marxism and embracing corporatism (he literally has a chapter called "corporatism" where he defends it).
Ethnic cleansing isn't even intrinsic in fascism really, its just a feature of capitalist imperialism. I hate Hitler and won't defend him or racism or anti-semitism of any kind, but people talk of the holocaust: they don't talk about the Bengal famine immediately after WW2 which killed 4 million indians do they? Why? Because it was useful for Britain to profit from slave labour, which is what the nazis did.
