You need to understand the history of Syria to know why he does things like this. During the French mandate the French quelled the massive wave of rising Arabism by implementing a divide a conquer strategy among the various religious and ethnic groups in Syria.
The French knew that under a united banner of "Arab" the Syrian populace could most likely easily overthrow them. So they played on difference in the populace to fragment the unity. They knew that the alawites were the largest minority group in Syria, so they promoted them to positions of power as they knew it anger the Sunni and Christian demographics and Balkanize the region and serious hinder the united Arab movement.
That's what Assad is doing. He's consolidating power by fragmenting the opposition and support from him by playing on the basic human character of looking for difference in one another rather than similarities.
It's not a case of good or bad. It's politics.
