Service providers are now responsible for copyright violations, i.e. they need to filter out and actively remove anything in violation or they get fined, regardless of what kind of service.

I really dont know much about this. But I can offer some perspective:

If an ISP catches a user downloading copyrighted material there is no authority with the proper jurisdiction to penalize us. The best they can do is to offer the user information to a solicitor who has the power to write "threatening mails" - which the user can safely throw in the thrash.
And I'm not talkin about fucking Portugal or Italy here. It's Denmark - we are way ahead in the technology race here (surpassed only by few, notably Sweden).
Downloading copyrighted material is one of the oldest "crimes" of the internet that any government has tried to combat - and is still failing.

So I'm not really worried. But also looking for more info.

The responsibility is now on the site owner to do that. The problem is exactly in the fact that such filters are pretty much impossible for small services and thus traffic will once again be diverted towards mainstream sites and media.
