If they didn’t, he said, bad things would happen to them and their families.

desu this is just good legal practice and not some admission that the law itself is unconstitutional. I have never seen a contract written by a competent lawyer without a severability clause (obvious exceptions in the case of simple contracts). Conservative legislation should probably include similar clauses in case it gets struck down. Not a bad idea desu
