Say dumber Africans disappeared overnight and that would lead average African IQ to rise to, say, 110 on average. Wouldn't that be great and also solve the overpopulation problem?

We would still have the issue of regression to the mean. Odds are their children would still reflect the original average. Raising average IQ would require ongoing possibly eugenic pressure.

No it wouldn't solve the population problem. In fact it would probably make it worse; civilizations, nations or countries that pass the stage at which children die less frequently means a huge population explosion. This usually occurs with advances in medicine and average living conditions: which is also typically the result after innovations made by smart people. With help from first world countries, African countries with higher mean IQs would almost instantly be converted from third world to first world, because of the sheer amount of resources in Africa and the head start from more advanced countries.

Do you not understand the idea of ethnic kinship, the idea that the needs of your family, tribe and race should come before the needs of aliens? Yes, it's essentially logarithmic after the first stage - which means initially there will be a lot of kids being born, and the birth rates will stagnate and be capped into what is known as the population cap. Considering a theoretical African country with the same average IQ as a typical white guy, the ability to hold a large population is very large and the quantity of such would be massive, especially near coastlines.

How reasonable. You may be right but I think the IQ results and lack of motivation are basically the same thing.
Some twin studies in the US suggest the culture doesn't affect it but other data seems to suggest black kids adopted into an environment where there is no black subculture at all achieve the same results as whites.
So the lack of motivation would be genetic in ultimate origin but it only expresses when groups of blacks come together to reinforce it in each other.
