Coming from a country with a very strong rooted Buddhist society, I don't think there's a connection between lack of empathy and Buddhism.

Even though we are not a rich country, I have never seen even a homeless person starving here because people care so much. Sometimes it gets to the point where it is too much lol. Like your car can break down and hundreds of people will circle it trying to help.

Also China isn't a Buddhist country. The Buddhist countries in East Asia are Thailand, Laos, Cambodia, Vietnam etc.
