just over 29k people die in an avg year in PR, so guess what they did, they said everyone who died in the months surrounding the hurricane was attributed to the hurricane, which is obviously not the case.essentially 2415 people die a month in pr, under normal conditions in fact the death rate in PR has been slowly rising almost a full point in the last 5 years alone. but interestingly enough the death rate declined by a .10 in 2017 the year of the hurricane.

TL;DR the 3000 number is an estimate based on bunk science, from a span of 6 months after the hurricane initially hit. It's in no way the method used to normally tally deaths attributed to a hurricane.
