It is legal, but it would be a problem for someone like Feinstein for instance. She could not sit on the Senate intelligence committee (requires a TS/SCI) as a dual citizen.
My guess is that in general, they don't bother obtaining dual citizenship because it makes things too obvious and there's really no benefit to it. If they were ever expelled from the US or something, they would be granted Israeli citizenship anyway.
I just get really annoyed seeing this same image all over the place because it's factually wrong.
