1)EU does not dictate French immigration laws, French control their own immigration offices and how many refugees they accept.
2). French much like the British have a special relationship with its former colonies in regard to trade,banking and investments. Despite the colonial powers leaving western Africa does not mean that French abandoned her assets in there.
