Japanese society is too structured and hive-minded. Alcoholism is not nearly as commonplace as is it is in Europe and nothing near what it is like in the US. Drug use is essentially nonexistent. Every body in Japan pretty much works, and if you don't work hard, you aren't valued at all by society. Japanese take an indifferent view towards bums. Bums dont have signs asking for money because no one will give it to them. An overarching theme in Japanese culture is responsibility for ones actions; many japanese would actually rather kill themselves than accept help from someone.
