Its not actually happening, its a "10-minute rule" private member's bill. About 60 have been approved since 1945 and they do several every week, its a campaigning/grandstanding thing for backbench politicians.
To give you an example, this weeks 10-minute rule bills were: One on planning applications that cause a noise, one about requiring plates to have a country of origin printed on the back, one about requiring a consultation on a consultation about energy meters, one about posting fire safety information in landings of big buildings and a bill to raise the marriage age to 18.
There is technically a date for the 2nd reading but it would require everyone in parliament to decide they have nothing better to do (its the absolute lowest priory) which never happens unless the government makes it happen.
The only bill there was any interest in was the marriage age one. Although as they aren't properly researched, its probably illegal under EU/HR law anyway I'd imagine.
