Prison in the states is about money. Most of them are privately owned and make money by having criminals taking up space and resources. They want these people to stay criminals. Still, the people who end up in prison deserve it a lot of times. The people who misbehave in prison are often serious offenders there for life or a very violent crime. I believe after a good long stint in prison, a man is turned into a very good candidate for the armed forces, he is hard, savage, usually with a team-based soldier mentality. Rewards systems would do work for a lot of inmates. This is true for maybe 75% of the prison population but there is then the other 25% who are are unwilling or unable to change. It is hard and time consuming to sort out the good from the bad. Also the hardcore 25% have a disruptive influence on the rest and can easily manipulate the ones who can be helped by authorities. This leaves prisons effectively pissing against the wind because as quick ad they have helped someone the bad prisoners have corrupted another prisoner.
