it doesn't affect the tide because of the small amount of water in the tank, you need to consider the amount of water in an ocean being pulled by the gravity of the moon, all that force accumulates which means you get a large volumen of water moving.
You can still observe changes in the tide of the fish tank but it'll be microscopic.
