Because the satire is too thick, when it came out it was panned for "blatantly supporting fascism" because nobody could recognize the satire. The entire movie is like a meta propaganda film, showing a glamorized version of what the reality is meant to be. The film itself is essentially a kind of in-joke where it essentially poses as a film that you would see in the setting itself, as if you were a citizen of the Federation walking into a theater, you'd see Starship Troopers directed and written by the Federal film board, with the whole movie peppered with propaganda reels and biased news clips like a WW2 era film showing war footage and state sponsored news updates.

That's the problem with satire, it only works on people who already agree with you that the thing you are satirizing is bad. Satire can only reinforce bias, it can't convince someone to flip their opinion.
