An apartment would cost from 7k pesos on up. 20k pesos is where satisfactory 1st world standards start. It's hard to go anywhere in the Philippines because every 5 seconds some new tool buys a car thinking that he doesn't have to use the shitty public transportation. Traffic is horrendous. Walking is often faster. Taxis will for the most part fuck you over relentlessly. A white man should live away from the terrible city and in the province in Luzon around Metro Manila so you can travel to Metro Manila if you need anything or you have to go to a real hospital. A real hospital is important. I'd spend decent money to have a real architect and engineer deal with the building of my house. Many houses here are fucked and fall completely apart in 5-10 years because they're not constructed very well.

Parañaque, Taguig and Makati would be the best bet.
