The hotel never said they could stay in the lobby. They told them to leave several times, but were ignored by the chinese people. The hotel tried to reason with them for HOURS before they called the police. If they had a serious condition they could have had an ambulance, but they didn't want to.
It wasn't freezing, they had plenty of places to go. There are loads of hostels and hotels in Stockholm if you're willing to pay for it. They could have picked any one of those, but they didn't.
It's a classic case of shitty Chinese tourists, everyone knows that. Even the Chinese government, who only exploited this for political reasons. If they didn't have political reasons to support the tourists in this case, they would have ended up with a foreign travel ban by the Chinese government due to the social credit system.

The Chinese government is trying to force Sweden into dropping the extradition request of Gui Minhai since it's politically unfavorable for them to have extradition requests from a "neutral humanitarian superpower" like Sweden, especially since Sweden might use the incarceration to justify stopping trade deals between the EU trade zone and China. This would be a massive blow to China during the trade war with the US and could weaken their position in the international economy for decades to come.
So yeah, that's why China seems to blow this out of proportion, even though everyone can see the tourists are at fault. We''re going to see more of these cases in the future.
