He was likely downloading, not uploading. And this is a very remote location, which made securing it after receiving the threat against the observatory very difficult, so the easiest thing is to shut it down and evacuate the employees. It's not a town, it's a tiny compound with 40 or so houses and within the recent years only a skeleton crew has been working there. Less than 20 people was evacuated. If the case you told about had recieved threats against the airport in relation to the CP sting, it likely wouldn't have been shut down, but security would have been beefed up. That is because an airport is not in an as such remote location as this observatory.
