70% would be a shitshow. 20% loss in 'earnings' -i.e. loss incurred through nations not having to trade stuff with the usa for paper dollars to buy oil would have serious repurcussions for the usa. However, the fact that the usa is primarily reliant on it's own internal consumption for growth might make this managable (i.e. a contraction but not an unsustainabke level of life style for the rich) until a decline to 50%. At this point the loss of prestige and income and opportunity would force the USA to war, although I would expect action before - probably at the 80 - 70 % level you mention.

There will absolutely be secession. It already happened once already in the past, and all it will take to happen again is for the biggest minority groups (blacks and hispanics) to gain some sort of political or military power. Even if they only took control of a single city and managed to hold it for a period longer than a few weeks, that would be enough to kick-start the end.
