Not sure about China using other biological warfare (pathogens that are deadly to the hosts rather than civilization), but they would be very happy to see the West fall to Femin. It starts off as a missing persons investigation but then turns out the missing people were being driven to de-evolve and revert back into savage predators that the mayor (a lion) started a secret program to try to fix. He gets the hitler treatment for trying to keep it a secret but then it turns out that the assistant mayor (a sheep) was scheming the whole time and all the other sheep (kikes) were in on it. Their scheme involved a poison that only effected the species of animals and the overall plan of the sheep was to false flag them all so that all of the other races in 'zootopia' would demand that the predators all be rounded up and killed.
