I wouldn't overestimate them. That 400k is just the number of people who downloaded the app or signed themselves up to "commit" to protesting at the drop of a hat. Originally they signed up for protesting if Mueller is fired, but for whatever reason the organisers tacked on Rosenstein later. I very much doubt more than a few tens of thousands in total, spread across all cities in the US, would protest a Rosenstein firing.
