The only message I can derive from this is that whoever made it wants to assert that rich people are poopyheads because they take too many cookies.
Besides that all other information is too ambiguous to draw conclusions from. What do the cookies represent? Why is an immigrant distinct from a worker? Why wouldn't the immigrant take the workers cookie? What do the labels of these people have to do with anything?
