This was the only dissertation in USC's records between 1988 and 2002 (according to the Wapo interview, about the time she would have done her PhD), under the names Christine or Blasey.
It's about interpersonal conflict in children, which (((sorta))) matches the interview's mentioned interest in trauma, and the document states the psychology specialty is "Counseling", which (((kinda))) matches her apparent specialty as a clinical psychologist. That is to say, somebody by the name "Christine Blasey" indeed is a clinical psychologist, who supposedly took on the surname "Ford".
So the "Dr. Ford" apparently crying rape about Kav likely actually exists. Since, if it was a identity thief spinning their story around some existing identity, the real Dr. Ford/Blasey would probably come out to protect her reputation, we can safely assume the person making the allegations is indeed the actual Dr. Ford. The alternative would be to hire a doppleganger, then pay the real Ford to keep her mouth shut, which would probably cost more than just paying her to bear false witness.

To answer your question I don't think it's wildly talked about in France, I've seen it on the far right news aggregator (number 1 news website in terms of traffic) so lots of people are aware of it but it has not been branded as anything other than "part and parcel" so everyone has prob forgot about it
