Sadly, they did. If you look at industrialized america, especially the post ww2 midwest, these things did happen. My mom was once driven by her father (in Ohio) to go see a river that had caught on fire from all the toxic shit spilled into it. Pennsylvania had tapwater that you could light on fire because of fracking allowing natural gas and other organic compounds to enter the water table. Proposed solutions aside for a moment, it stands to basic awareness of reality that the earth can not host an infinite number of people living an even modest Western quality of life. We could perhaps do the metrics on this... how many people living at what consumption level for how long... but the answer is always going to be “fewer people than currently exist” even if you go down to what Americans would consider unacceptable, abject poverty.
I did an essay about this over a decade ago... you have three paths to choose from: 1) the rocket ride we are currently on of everyone trying to consume as much as they can 2) the kiddie coaster of sustainability at very low levels of consumption and 3) expend all the resources we can to get off this planet and through the resource bottleneck.
My best is we’ll fight over plans 1 and 2 until a meteor wipes us out or we end up swimming in our own shit... then everything we’ve ever done will disappear and it will all have been for nothing.
Realistically speaking, what we need to do is reduce consumption to enjoyable but not wasteful levels, drastically reduce the number of people trying to consume (starting with those least willing and able to produce) and then invest massively in breakthrough tech to get us to the fucking stars. Either that or say fuck it and just blow this motherfucker out.

Then the industrial mobsters realized that while 1st world had such regulations, 3rd world shitholes didn't. Thus, outsourcing of all factories, in spite of the absolutely massive shipping costs involved.
Our cities and countries are very clean now, but that's in large part because all the dirt industry got sent overseas. If it comes back, the pollution problems will also come back, and we have to be ready for that lest we turn our nations into poisonous garbage dumps like china did to theirs.
