I remember some years ago when a java coder revoked his code. He was an early adopter, and his code for something (I think padding a string), was such basic and root code, that practically everyone used it.

Not at all. If I were sleazy and in government, I'd simply seize the code, declare National Security Emergency, pare off the CoC (as gov't hs no need of it, nor does major backbone supplier corporations) and redistribute it (minus the gov't stuff I didn't want seen of course) back to the old-but-conquered group to re-apply whatever CoC they wanted. Call it the Government Fork or whatever. Problem solved and the other developers are SOL. Then the major companies are no longer bound by the stupid CoC and everyone else is. You can even prepend a line of requirement in the redistribution license that dictates that no CoC applies to governmental groups or business entities to prevent them trying to strongarm you with it later.
