Maybe he undergassed his block for competition match ammo and forgot to open it up again for regular ammo. Match tuned rifles won't cycle all ammo. They tune down the gas to reduce recoil and speed up shooting.

I got a WASR 10. THE WASRs were absolute dog shit a few years ago but their quality has gone up a lot. Avoid IO and anything else Century makes

It is probably due to the cerakote which adds just enough to a rifle with very tight tolerances creating friction. Also could be not enough oil or proper cleaning. Plus it's not hard to clear an AR so probably incompetence on top of that.
